Make Money in SimCity 4

So you want to be a wealthy mayor in SimCity 4? Here is your answer!

Steps

Make deals with neighbor cities. If you have a source of water, energy or any other thing you can do contracts with your neighbor cities by giving them water or energy and taking their trash. You can cancel contracts when ever you want
Raise taxes higher each time. Your Sims will hate you, but you are getting more money!
Complete U-Drive It missions. Some U-drive it missions will give you money but your mayor rating goes down.
Manage funds. Give money to schools and hospitals according to your population and students.
Create parking lots and toll booths. Parking lots can be made in very used bus stops and toll booths can be made over roads your Sims commute to work, but it may increase commute time.
Use mods and cheats. This may be the easiest way, but not the way you will feel happy about accomplishing something.

Attract more Sims by making parks and having good transportation, more Sims is more money.
Download mods on SimCity 4 Devotion, Simtropolis or other fan-sites.
Spend money as needed.

High taxes will make your Sims leave your city.
Lowering funds in power plants, fire department and police can lead to problems but lowering funds for schools and hospitals is OK, as long as it is a decent amount of money.
U-Drive it missions that give you money lower your Sims happiness so use at own risk.
Having many toll booths can increase congestion in your roads.
