Steps

Create your characters. To design a good character, draw a basic figure and add a unique hairstyle, plus one prominent, unusual feature that will set them apart from other characters, such as a pointy nose or a scar. Also, create an outfit that matches their personality. For example, a mysterious person might wear all black.
Think of a plot. Manga is meant to be like a story with a problem and solution unlike superhero comics which are pretty much have no end. You should create a plot that is interesting and funny at the same time.
Begin drawing your manga. Use only grayscale colors. Manga is meant to be read from right to left and starting at the back of the book.
Once you are finished make copies and give them to friends. Tweak your manga until you get good reactions.

Facial expressions are very important. Use narrow slits for eyes to make someone look angry and use wide eyes with a small black dot as a pupil to make someone look surprised or frightened.
Try to add a romance in your manga. It`s a nice element and especially gets a wider range of audience.
You might want to try drawing your manga on the computer with a program such as Microsoft Paint or Photoshop Elements. It will make your manga look more professional. Remember to draw a Template!
Sometimes sticking pen and paper can be better. Experiment and find which ever one suits you!
